Parameters:

simulator - OtsSimulatorInterface; the simulator

ftc - FixedTimeController; the fixed time traffic light controller

stopSimulatorOnError - boolean; if true; stop the simulator on error; if false; execute the failing assert on error

createModelMock

Create a mocked OtsModelInterface.
