Generate new LaneBasedGtuCharacteristics using given input from OD.

origin - Node; origin

destination - Node; destination

category - Category; category (GTU type, route, or more)

randomStream - StreamInterface; stream for random numbers

Returns:

GtuException - if characteristics could not be generated for the GTUException
