Returns:

LaneBasedGTUCharacteristics

Throws:

org.opentrafficsim.core.distributions.ProbabilityException - when the generator is improperly configured

org.opentrafficsim.base.parameters.ParameterException - in case of a parameter problem.

org.opentrafficsim.core.gtu.GTUException - if strategical planner cannot be created
